Guidelines for cash transfer programming

How to effect successful cash transfer programming

Authors:
Publisher: International Committee of the Red Cross

This document presents a guide to cash transfer programming. It looks to ascertain whether a cash programme is an appropriate response – and if appropriate a practical, step-by-step guide how to design and implement a cash programme is illustrated.

The three sections in the paper discuss the following areas:

  • how to implement and design cash programmes. Cash transfer programmes are organised around the programme cycle
  • unconditional cash transfers, cash transfer for support to livelihoods, voucher transfers, cash-for-work programmes, seed voucher fairs, and cash transfers in social assistance programmes
  • practical tools to assist the programme design and implementation in areas which require technical guidance.

The authors also stress that collecting and analysing data is just one aspect of monitoring. For monitoring to be effective conclusions must feed into programme management so that future cash transfer programmes can benefit, or ongoing programmes can be adjusted. Monitoring is, therefore, more successful if there are clear channels through which information can be communicated.
