Assessing Household Poverty and Wellbeing: A Manual with Examples from Kutai Barat

Technical guidelines for poverty assessors

Reflecting the results of a 3-year participatory learning process, this manual aims to provide technical guidelines and background information to poverty assessors at district, sub-district and village level in Kutai Barat, Indonesia. It describes the poverty monitoring system step by step, from the development of local poverty indicators to the final analysis and application of monitoring data.

While the monitoring system described is tailored to suit the specific conditions in the district of Kutai Barat, East Kalimantan, it is also an example for monitoring locally relevant poverty and wellbeing aspects that can be adapted elsewhere. The manual consists of 11 modules that describe step-by-step:

  • how to develop local poverty indicators including forming a moniroting team, collecting a list of proposed indicators and conducting a first trial survey 
  • how to prepare and conduct poverty monitoring surveys  including recruiting village assessors, selecting respondents and interview techniques
  • how to analyse monitoring data including use of SPSS and calculating indices
  • how to make best use of the findings.
