Succession planning: promoting the development of civil servants in Kaduna State

Succession planning is a conscious decision by an organisation to foster and promote the continual development of employees, ensuring that key positions maintain some degree of stability and enabling the organisation to achieve its objectives. In 2012, the state government implemented a tenure policy but there was no concrete plan to ensure workforce succession and continuity. Thus, as a result of this policy, many middle level officers now serve in acting positions at levels far above their substantive levels.

The effective implementation of this guideline by ministries, departments and agencies - the authors assert - would result in effective talent and leadership management and career development, ensuring a quality civil service in Kaduna State.
