Energy efficiency improvement and new and renewable energy development strategies for Ukraine

MOSF and KDI launched the first KSP project on Mid-term Economic Development Strategies for Ukraine in January 2008. The four topics dealt with in the first KSP project were:

  • Consultation on formulation of mid-term national development strategy
  • Effective use of energy in Ukraine: Learning from Korean experiences, good or bad
  • Investment in infrastructure development;
  • WTO membership and export promotion in Ukraine

Upon the successful implementation of the first KSP project, the Ministry of Fuel and Energy of Ukraine requested a follow-up project on the topic “Energy Efficiency Improvement and New and Renewable Energy Development Strategies.” Based on this request it was decided to conduct a second KSP project on Ukrainian energy issues.

Ukraine has been trying to overcome the present energy crisis by increasing productions of coal, nuclear and renewable energy, and by improving energy efficiency. Energy efficiency is low in Ukraine mostly due to low energy prices. Based on the analysis of relevant energy policies of Ukraine and Korea, this study tries to suggest options/ strategies to adjust low energy prices to cost-reflective price levels; to generate funds for energy sector investments; to improve energy efficiency in space heating; to upgrade the coal industry; to promote wind energy R,D&D; and to activate the biofuel industry and to diffuse transportation biofuels.
