Common to these are assertions that:

  • as a result of 12 years of sanctions, the Iraqi population is far more vulnerable to war than it was before the last Gulf war
  • war will likely cause the collapse of the oil-for-food programme on which 60% of Iraqis are dependent
  • destruction or disablement of the civilian infrastructure will increase the death toll of the war through famine and poor sanitation
  • the international community has failed to make adequate preparations to respond to the likely humanitarian catastrophe
