This paper provides an overview of Community Based Monitoring Systems (CBMS), and examines the different aspects of implementing a community based monitoring system, using a case study of CBMS implementation in the Philippines.

Growing demand for a regular source of up-to-date information that is disaggregated at the community level has led to the creation of a CBMS. The system is intended to address data requirements for development planning and monitoring at all geopolitical levels. CBMS is also intended to play a crucial role in poverty monitoring.

CBMS, through the Community Based Monitoring System (CBMS) Network, is currently being implemented in Bangladesh, Burkina Faso, Cambodia, Pakistan, Philippines, Nepal, Vietnam, Senegal, Sri Lanka, Benin, Ghana, India, Lao PDR and has just commenced in Indonesia. In general, the network aims to provide the national and local governments with up to date information for policymaking and programme implementation through the development and institutionalisation of a CBMS. CBMS work involves the design, pilot-test and implementation of a methodology for data collection and data processing, validation and utilisation of CBMS data for needs identification as well as for the design and monitoring of program interventions at all geopolitical levels.
