SADC Gender Protocol 2011 Barometer
The 2008 Southern Africa Development Community (SADC) Protocol on Gender and Development was a groundbreaking agreement among the region’s leaders. This report is the third in a series produced by the Southern Gender Protocol Alliance – a network of national and regional NGOs in SADC countries campaigning for the implementation of the Protocol. It draws on comprehensive country data, and includes examples of the ways in which governments and NGOs are using the Gender Protocol for lobbying, advocacy, legal and constitutional reform. This publication also introduces the SADC Gender and Development Index (SGDI), an empirical measure of 23 indicators in six sectors. The SGDI complements the Citizen Score Card – an accountability tool that gauges perceptions of African women and men. The index rates the overall progress of SADC countries toward achieving the 28 Gender Protocol targets for 2015. The 2011 SDGI indicates 64% regional achievement. Seychelles, South Africa and Lesotho received
the highest rankings; and Mozambique, Angola, Malawi and DRC comprise the bottom four. The average perception of citizens is that their governments have achieved 55% of the progress needed to meet the targets, only one percentage point higher than the previous year.
