The primary objective of the Norwegian Government’s climate policy is to help establish a global, binding, long-term post-2012 regime that will ensure cuts in global greenhouse gas emissions sufficient to limit global temperature rise to no more than two degrees Celsius above pre-industrial levels. Measures to Reduce Emissions from Deforestation and forest Degradation in developing countries are considered necessary if this target is to be achieved. The Government of Norway’s International Climate and Forest Initiative (NICFI) was launched in December 2007, pledging substantial development cooperation funding towards efforts to support REDD. In order to assess the results of the Initiative, Norad’s Evaluation Department commissioned a real-time evaluation. During 2010, five country level evaluations were carried out in Brazil, Democratic Republic of Congo, Guyana, Indonesia and Tanzania. This summary report contains the Executive Summaries from each of the country reports.
