Kenya has committed itself to the Millennium Development Goals, Education for All, and other education targets, but despite its achievement, Kenya is unlikely to achieve these goals on present performance. Getting education to hard-to-reach children, especially nomadic pastoralists is a major challenge. The Government of Kenya needs a new strategy urgently if the goals are to be met, and herding and education reconciled. This paper outlines a strategy, together with a three phase programme of implementation.
