Study on ICT Access Gaps in Kenya

The objective of this study is to assist the Commission in developing the most appropriate framework, based on international best practice, to ensure the provision of affordable ICT services which include telephony, Internet, postal services and broadband to all parts of Kenya including rural and high cost areas. In this regard this study has focused on voice, data, and postal services, understanding data services as 3G internet services.
