Food assistance and HIV: a step-by-step guide to integrated programming

This guide from the FANTA project outlines key steps for integrating food assistance and nutrition into HIV programmes. It identifies key challenges to integrated HIV programming: inadequate understanding of how to address the overlaps between HIV and food security, problems raising resources from multiple funding agencies which may not be available at the same time, difficulty attributing results to any single intervention, and differing objectives and targets between HIV and food security programmes. Furthermore, the intensity and urgency of HIV or food assistance programmes often makes it difficult to focus on integration.

The guide provides practical advice on designing food rations, carrying out vulnerability assessments, targeting food assistance, using participatory approaches to include women and reduce stigma, monitoring and evaluation, budgetary management, and planning an exit strategy to ensure that the programme’s impacts are sustained. The guide includes sample questionnaires and case studies from countries including Zambia, Ethiopia, Malawi, Kenya, Uganda, Cambodia, India and Nepal. Key recommendations include: more co-operation and collaboration across multiple sectors and disciplines, addressing the root causes of hunger and malnutrition, and integrating gender analysis into programme design. To be effective in the long term, food assistance must also be accompanied by support for improving livelihoods.
