This manual is a learning instrument and a reference tool for beginners. It is a step-by step handbook to guide the development of local HIV/AIDS action plans. It also details how to build the capacity of trainers in order for them to systematically integrate and mainstream HIV/AIDS into all developmental programmes.
It aims to provide knowledge on the inter-linkages between gender and the spread, management and control of HIV/AIDS. Information is highlighted about how to go about integrating HIV/AIDS into the normal planning and local development. The authors provide an understanding on the need to build local institutional linkages and partnerships as an effective response to the issues of gender and HIV/AIDS. An inclusive participatory process is promoted throughout the document.
The manual consists of five modules. Each module includes an objective, methodology, materials and a sessions guide which outlines the steps to be followed by the facilitator and how explains the materials should be used. A short introduction is included in each module in addition to guidelines about the methods to be used and suggest examples for carrying out some of the exercises. A workplan is also included. This consists of the methodology, training aids, total time allocated for each activity and instructions for the suggested activities within the session. Activities are described in detail and the time to be allocated to each separate activity is given.
Modules cover the following topics:
- awareness and experience of HIV/ AIDS
- reflections and processing: working with the District Aids Task Force, examining the concept of mainstreaming
- developing solutions, examining objectives, assessing the feasibility of intervention
- monitoring and evaluation, understanding data and reporting systems
