Addressing appropriate climate change and environmental concerns in existing Norwegian programmes and projects in Uganda

This paper tries to identify possible ways and means of addressing appropriate climate change and environmental concerns in existing Norwegian programmes and projects in Uganda. For Norway, the priority areas are:

  • energy
  • environment and natural resources/climate
  • governance/budget support
  • gender
  • peace/reconciliation
The overall conclusion is that there is potential to intervene to adapt to climate variability and change in the Norwegian supported programmes in Uganda. Furthermore, the paper finds that most of the activities required to respond to climate change are consistent with good development practice.

Consequently, the paper recommends emphasising efforts that make natural systems and society more resilient to changes. It also recommends improving the knowledge about actual and expected climate changes at national and local level, their likely impacts and appropriate adaptation efforts. In addition, the paper underlined that:
  • potential problems in particularly vulnerable areas and communities should be addressed
  • ongoing work in areas such as natural resources management should be strengthened
  • it should be ensured that climate change is addressed in the national planning process and in the relevant sectors
  • environment, natural disasters and climate change should be a topic on the agenda for dialogue meetings with partners
  • adapting to the current climatic variability and natural disasters should be a point of departure for this dialogue
  • strengthening local communities’ ability to respond to seasonal and event-based climate variability is likely to have payoffs in terms of longer term adaptation to climate change.
