Reinforcing mechanisms and processes for mutual accountability

One key thematic focus area for the UN Development Cooperation Forum (DCF) in assessment of trends in development cooperation is reinforcing mutual accountability (MA). This review focuses on the mechanisms and processes in which stakeholders hold one another mutually accountable for aid effectiveness. It stresses the need for program countries and other stakeholders to be mutually accountable and identifies actions for the international community to improve MA.
The review makes the following proposals for national and international-level MA:
Proposals for national-level MA
- The international community should prioritize supporting recipients to develop strategies and conduct annual self-assessment against targets. Non-DAC providers should be encouraged to participate
- The donors should utilize MA based on information from parliaments and other domestic stakeholders. National-level transparency on aid information must be improved and DCF should examine best practice in domestic and global accountability of aid providers
- Program countries should set gender-related targets in MA. DCF should conduct annual assessments to identify gaps and establish programs for capacity building and institutional strengthening in sub-Saharan Africa and fragile countries.
Proposals for the international community
- Information provided by international transparency initiatives should be broadened, aligned and timelier
- Databases should be operationalised and information should be shared and accessible to stakeholders. Improve information gathering and design mechanisms and make content of international MA relevant to national-level concerns
- Merge MA mechanisms for development and humanitarian aid and improve coverage, timeliness of mechanisms, increase cooperation among mechanisms at country-level and enhance impact on provider and program country.
