This document forms one of a series of country ICT studies. It begins with background information on the trends and status of ICTs in sub-Saharan Africa, socio-economic conditions in Zambia and ICT policy and legislation in the country.
Other areas outlined in the survey are:
- access and connectivity, where details of access to and ownership of fixed line and mobile telephones, computers and the internet are given. It fins both mobile and fixed line telephony to be lagging behind the rest of the region. Internet growth and local content is growing, although high costs inhibit this
- education , which is resource poor and shows virtually no ICT access or use in schools and and little in tertiary education
- ICTs in the private sector, which is small but broad
- ICTs and poverty, where the authors state the relationship has not been fully appreciated

- large scale ICT training for office workers
- investigation of a tourism portal to develop both tourism and ICTs
