This manual is a training guide designed to familiarise program managers with key advocacy concepts and techniques.

The paper looks at the ways to contextualise policies, or the lack of them, in order to develop the most appropriate strategies to influence policy decision-makers. It recognises the frequent need to incorporate advocacy into projects in order to tackle the root causes of problems faced by communities.

The manual is divided in ten chapters:

  • chapters 1-3 focus on key concepts, the benefits of advocacy, and preliminary steps
  • chapters 4-7 describe four essential steps for planning an advocacy initiative, analysing policies and developing an advocacy strategy
  • chapters 8-10 describe key steps and skills for implementing advocacy initiatives, developing messages, working with others and employing advocacy tactics
