Baseline survey of the 21 ISRDP and URP nodes
The authors argue that on average poverty has declined across all the nodes of the ISRDP and URP. The drop in poverty levels has been driven by widespread access to social grants provided by the Department of Social Development. There are however discernible rural/urban difference, where urban municipalities are outperforming their rural counterparts in providing infrastructure and services to citizens. Differences are also apparent within the URP and ISRDP, which suggest that local governance remains a critical performance indicator and, in many rural areas, an issue of on-going concern.
