PURPOSE OF THE JOB:
Under the direct supervision of the Technical Director, the Prevention Specialist will provide technical assistance in scaling up and improving the reach and quality of behaviour change interventions. S/he will provide leadership to CHAAs programme in building a strong network of field staff, and will develop proven evidence informed targeted HIV prevention approaches and strategies within in each of the project countries. Under the guidance of the Technical Director s/he will forge strong partnerships with local partner and the country programmes by improving the knowledge, attitudes, skills, and norms about key practices that promote effective prevention; and develop strategies for health promotion and behavior change messages among MARP.

Quality contributions made to the development and implementation of programme strategies and approaches through participation and collaboration with internal customers and external partners.
Work plan and objectives strategically established, field support effectively provided, and planned results delivered through strong leadership
Progress in project implementation monitored and evaluated for adjustments, including acceleration and improvement of program delivery and sustainability.
Country Offices strengthened through effective capacity building activities in the development, implementation and management of projects.
Relevant and strategic information provided to support the Programme through effective implementation of an integrated monitoring and evaluation system
OVERALL RESPONSIBILITES:
- Programme Development and implementation
Provides sound technical guidance on effective prevention approaches to the project support and supervision mechanism, ensuring quality at every level
Contributes to the identification, development and dissemination of new strategies, methodologies, approaches and tools for improving behaviour change outcomes among MARP with an emphasis on sustainability
Work plan and objectives strategically established, field support effectively provided, and planned results delivered through strong technical advice and guidance.
Exercises technical leadership for, and participates in, the development of the results-based work plan and technical decisions as well as for administration, implementation, monitoring and follow-up of behaviour change interventions, consistent with the defined project strategies and approaches. Provides senior level technical assistance to ensures objectives and targets are timely met and achieved meeting the requirements and quality standards.Project implementation progress monitored and evaluated for adjustment, acceleration and improvement of program delivery and sustainability
Participates in programme quality assurance reviews and evaluation processes providing analysis and guidance on how the strengthen the effectiveness of HIV prevention activities Provides technical advice and assistance to CHAA Staff, National AIDS Programme officials and implementing partners in the planning and management of the MARPS programme and ensure sustainability of interventions.The capacities of Country Offices staff strengthened through effective capacity building programme in the development, implementation and management
Provide expert guidance and technical support to peer outreach teams and Country Program Managers through resource planning, work assignment, information exchanges and setting goals. Identifies training needs; coordinates, develops, organizes and oversees training and orientation activities for animators and target populations for the purpose of capacity building, sustainability of programme/projects and promotion/expansion of coverage of services. Oversee and assist with the development, production and scale up of communication materials including print and electronic media, IPC materials, promotional items and BCC programming guidelines, SOPs and training manuals and materials.Relevant and strategic information provided to support the Programme through effective implementation of integrated monitoring system
Identifying appropriate programme management indicators beyond PEPFAR reporting and liaise with the M&E unit to ensure that data collection tools are simple and support the collection of high quality data for effectively monitoring BCC interventions at various level.
Participate in major evaluation exercise, programme mid-term review, and annual review meetings.
Analyses and evaluates data to ensure achievement of objectives and recommends corrective measures as appropriate. Ensures the accurate and timely input of project information in the monitoring system, and issues status reports for monitoring and evaluation purposes.
Maintains close working relationships to establish partnership and collaboration with external partners, including those of the National AIDS Programmes, in order to improve the ability to collect and disseminate relevant data, exchange information on programme/project development and implementation.
With the use of monitoring and analysis of key program performance and management indicators, provides expert input to management reports, including relevant sections of the annual reports.
OTHER RESPONSIBILITIES:
• Collaborate with stakeholders to coordinate the development of BCC strategies
• Contribute to the identification and scaling?up of best practices in behaviour change interventions
• Work with the M&E team to prepare best practices documents that captures the behaviour change approaches, lessons learnt and impact to share with stakeholders
• Strengthen the quality of programming and capacity among COs and civil society partners to address gender based violence; stigma and discrimination, human rights etc.
• Create an environment for staff training coaching and develop realistic strategies for capacity building in the field
• Raise awareness of HIV prevention among MARPs at national, local, and community levels
• In compliance with the established guidelines and procedures document programmatic achievements and keep the Technical Director informed on monthly, quarterly and annual basis prepared
• Any other duties as deemed necessary by the Technical Director
