Plan Ireland is an expanding organisation that is part of Plan International, a global child rights organisation with over seventy offices worldwide.

The programme is to be driven by local needs and in line with the current socio-political and economic context in Haiti. Thus, the consultant is expected to undertake a thorough contextual analysis, including an analysis of the needs and opportunities at community level, of the current birth registration system, obstacles to its functioning and recommend concrete ways to strengthen it.

Plan is committed to innovation and sustainability. Therefore, the programme is to be designed in close collaboration with government and other key stakeholders at national level and if pertinent to include the development of an ICT/mobile solution for birth registration.

The consult will also carry out a donor mapping to identify potential national and international donors.

Interested candidates will have to demonstrate specific capacity in the research, development, drafting and budgeting of high quality proposals. Candidates will also demonstrate familiarity with the birth registration and civil registration sectors and an in-depth understanding of the potential of digital technology to improve birth registration.

Experience in carrying out participatory work with children and communities and proven track record in liaising and facilitating workshops with diverse stakeholders is necessary. Excellent command of French and English is necessary and knowledge of the Haitian context advantageous.
