Description of the assignment: The International Consultant is expected to develop a modern Standard Operating Procedures, hereby referred to as SOPs, that encompasses all relevant definitions, protocols, procedures, reporting mechanisms as well as institutionalized channels of communication between the different stakeholders, with the aim of organizing and regulating the work and management of Forensic medicine to meet international standards ,reserving chain of custody and leading the integration of the forensic medicine services with other relevant stakeholders working under the criminal justice system. The international consultant will be working with a National consultant to accomplish the work.
The objective of this consultancy is to develop a modern Standard Operating Procedures, hereby referred to as SOPs, that encompasses all relevant definitions, protocols, procedures, reporting mechanisms as well as institutionalized channels of communication between the different stakeholders, with the aim of organizing and regulating the work and management of Forensic medicine to meet international standards ,reserving chain of custody and leading the integration of the forensic medicine services with other relevant stakeholders working under the criminal justice system.
-In this context, the project acknowledges the following:
1.SoPs must ensure gender sensitization and gender mainstreaming practices, through the inclusion of gender -sensitized operational procedures that define and lead the role of practitioners in preserving human rights and gender mainstreamed practices and services for victims and survivors of gender based violence, to help in maintaining and protecting privacy, dignity and rights of victims. 2.SoPs will articulate clearly on how to refer psycho- mental cases to relevant psycho- social institutions, and will cover the referral protective mechanisms and channels of communications between relevant stakeholders. 3.SoPs will be based on the profession’s best international practices, follow a holistic participatory approach with stakeholders to ensure ownership of the process and the final deliverables. 4.SoPs will articulate and stipulate clearly the complementary relation existing between forensic medico- legal center and different stakeholders, particularly; police, social welfare protection services and prosecutorial offices. 5.SoPs will regulate the work of the Forensic medico- legal center, FM institutes in the universities and the regional forensic clinics. 6.SoPs will refer to and make use of the forensic medicine manual the PSEX02 project will develop, particularly to chapters/ monographs related to sexual gender based violence/ SGBV. 7.SoPs will include best forensic medicine procedures/ practices for individuals detained in police custody and prisons particularly; women and children.
