Malteser International has been operational in Myanmar since 2001, targeting communicable diseases, providing comprehensive primary health care services and improving the access to safe water and sanitation facilities.
In Kayin State, Malteser International started its operation in 2012. The aim of the program is to improve the health status of the highly vulnerable population by enhancing access to and utilization of governmental and community based health services and improving access to water and sanitation through community led initiatives. Furthermore disaster preparedness through awareness and access to cyclone and flood-resistant evacuation centers.
In northern Rakhine State, Malteser International started its operation in 2003 with the aim to improve the health status of the vulnerable population. Activities include WASH (pond rehab, wells, latrines), Primary Health Care with special emphasis on MNCH, TB detection and treatment.
Both programmes aim at building the capacity of both community and government institutions.
In support of our work in Kayin State or northern Rakhine State, MYANMAR, Malteser International is looking for a Programme Administrator
As a Programme Administrator you will be in charge responsible for the financial and administrative management of Malteser International’s operation, ensuring and maintaining compliance with Malteser International and donor procedures, standards as well as rules & regulations. The administrator supports the programme teams and assists the programme coordinator in all administrative, financial and logistical aspects of the programme management.
Responsibilities:
Financial Management
- Ensure that proper financial systems and procedures are operated and maintained at the location and project offices are compliant with Malteser International and donor policies and guidelines
- Ensure the sound financial management of the location and provide support, training and advice to programme/project teams working closely together with line managers and administrative staff
- Ensure planning and review of budgets, amendments and forecasts for donors in close cooperation with the programme/project teams
- Ensure that project budget controls are up to date and analyse levels of expenditures against approved budgets and provide timely advice of likely over- and under-spending to programme/project teams and ensure that line managers understand the implications for the implementation
Personnel Management and Administration
- Assist the Programme Coordinator in human resource management, establishing and enforcing compliance with national staff policies, procedures and guidelines
- Enable key national staff to take on greater role in the management of finance and administration through close supervision and on-the-job trainings
Logistics / Supply Chain Management
- Ensure correct utilization of Malteser and Donor logistic procedures and guidelines (SCM: Selection-PRF-Tender-PO-Distribution-Use)
- Ensure that inventory lists, logbooks and generator consumption charts are updated on a regular base
Qualifications:
- Minimum 3 years post qualification experience in financial and administrative management
- In depth knowledge of financial control systems, accounting, budget planning and financial reporting in humanitarian aid projects
- Proven experience in administrative standards and requirements of donors
- Proven experience in logistics, office organisation and human resource management
- Focused individual with capacity to plan and manage in a multiple deadline-working environment
- Excellent ability to lead a team and to promote productivity in a pleasant working environment
- Good organisational skills, flexibility, diplomatic and negotiation skills
- Physical and mental strength, readiness to live in a remote environment
- Fully computer literate (Microsoft Office, accounting software), ability to implement new software packages in field locations
- Fluency in English (written and spoken)
Conditions:
- Start Date: 1 July 2013
- Duty Station: Hpa’An, Kayin State or Maungdaw, northern Rakhine State
- Duration of contract: 12-18 months (extendable)
- Salary according to qualification and experience, insurance package, accommodation in team house, one return flight per year
