Overall objective
The Procurement & Logistics Coordinator has the overall responsibility for the timely and effective Procurement & Logistical support required for the implementation of DRC Regular and Emergency Programmes and support services in Syria. The Procurement & Logistics Coordinator directly supervises the Procurement Officer. He/she works in coordination with the Emergency Coordinator and the head of the shelter rehabilitation project to provide a seamless supply chain service to the DRC Syria Emergency Programmes. The Procurement and Logistics Manager has frequent contact with the Logistical service providers, UNHCR, other NGO’s, and suppliers. The Procurement & Logistics Coordinator reports directly to the DRC Country Director.
Background
Since June 2012, DRC has been the leading INGO involved with emergency response to the conflict affected population in Syria, here in particular NFIs and Shelter / Rehabilitation. The DRC Syria has aside from its main office in Damascus an additional presence in Homs, Deraa and 3 sub-structures in Rif Damascus. The DRC response is designed around 5 major sectors: NFI distribution, Protection / Community Services, Education; Shelter and Livelihood support. In Syria, DRC is the main implementing partner of UNHCR, ECHO; SIDA and DANIDA, and the emergency response constitutes more than 50 % of an annual budget of more than 12 million USD. The displaced population inside Syria has today reached beyond 4 million and some 6.5 million are assessed to be in need of emergency and other assistance. On a monthly basis, DRC Syria responds to minimum 50,000 people with NFIs alone as well as thousands of families under its shelter program. To cope with increasing needs for procurement under difficult circumstances; oversee relevant contracts of a growing shelter and rehabilitation department as well as managing a growing logistics department, which also entails 3 different warehouses, DRC Syria is looking for a Procurement and Logistics Coordinator whose responsibilities are outlined below:
Specific duties and responsibilities
Planning and Operation
• Design and implement a sustainable and robust Procurement and Logistics system for the efficient and effective support to all DRC Syria Regular and Emergency Programmes and support services, • Development of the Procurement Plan in collaboration with the Country Director, Emergency Coordinator and Project Managers. • Ensuring efficient and timely supply of all items from Suppliers and DRC Warehouses to the Beneficiaries via Distribution Points and individual issues, • Ensure compliance with Donor requirements, rules and regulations where applicable, • Liaises with the Head of Finance and Administration, Emergency Coordinator, Project Managers on all Procurement and Logistics matters. • Responsible for the Custody and up keep of the Emergency Contingency Stocks, • Ensures that all DRC Logistics service providers conform with the DRC Code of Ethics, • Ensures all Procurement and Logistics Contract payments are processed in a timely manner, • Ensures that the Asset Register and Inventory Item Vouchers are up-to-date at all times, • Ensures that the Warehouses are operated in an effective and efficient manner, • Ensures that the Fleet Management requirements are actioned on a monthly basis, • Provides timely Procurement and Logistics Reports as required, • Participates in regular meetings where Procurement and Logistics are an Agenda item, • Attends internal strategic and planning meetings when required, • Provide input for Project Proposals and Budgets, • Build Procurement and Logistics capacity in structures outside of Damascus; also relating to potential remote management hubs. (Homs; Deraa – and potentially Aleppo.)
Organisation, administration and personnel management
• Overall responsibility for the management of the Procurement and Logistics Department and staff, • Devote a solid amount of time to coaching and building the capacity of at least 1 national staff, with only basic understanding of logistics and procurement. • Oversee the observance of the DRC Code of Conduct within the Procurement and Logistics Department.
Accountability
• Responsible to ensure that all the Procurement & Logistics is conducted in accordance with the DRC Operations Handbook Chapters 16, 17 and 18, (Procurement, Vehicles and Warehousing). • Provide the necessary oversight for all Procurement and Logistics activities • Any other duties as agreed with the DRC Country Director.
Qualifications
• At least 5 years of progressive international practical experience in emergencies for at least 2 major international NGOs in responsible positions • Proven experience in living and maintaining operations in highly insecure environments. • Proven experience with emergency procurement and warehouse management. • Good Interpersonal and staff development capabilities; proven capacity to build up a new team and be a strong coach. • Ability to work in a deadline-driven environment and undertake a pro-active approach, • Able to play a role model and lead teams in a result-oriented and system-sensitive approach, • Demonstrated flexibility and a dynamic team player • Full proficiency in spoken and written English. Proficiency in Arabic is an advantage, • Experience with working in the Middle East is a strong asset, • Working experience with varying multilateral and bilateral donors
Conditions
Availability: ASAP
Duty station: Damascus, with trips to the field offices, Damascus is an unaccompanied duty station. Contract: 6 months renewable upon funding and performance,
Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. The position will be placed at salary level A11. The selected candidate will enjoy DRC insurance policy and R/R regulations for Syria.
