ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
ACF-Spain is present in the Palestinian Territory since September 2002. ACF’s mission mandate in the Palestinian Territories is to support the vulnerable population affected by the crisis. ACF aims to reinforce communities’ autonomy by improving their coping strategies and their access to basic services and a sustainable livelihood. In many rural and isolated villages, ACF is supporting the provision of drinking water for the most vulnerable Palestinian households. Through the building of rainwater collection and storage systems and water treatment, access to safe water is re-established and the risk of water-related diseases and epidemics has been significantly reduced. ACF also rehabilitates and extends water networks. We repair pumping and booster stations and build reservoirs.

ACF-Spain is looking for a Country Director for the Palestinian Territory.
Objective
The Head of Mission is in charge of overall mission management. His/her duties include, but are not limited to, strategy development, Project Cycle Management, supervision of the technical, logistics and admin departments, HR management, security management and external relations.
• Strategy and Project Cycle Management: Monitors the political, socio-economic and humanitarian context of the West Bank, Gaza Strip and Israel. Coordinates the timely and correct implementation of assessments and the preparation of proposals for new interventions, of reports to donors, internal reports and any other document for external actors. Monitors the fulfilment of targets set in the 2011-2013 Country Strategy document. Coordinates the yearly adjustments of the Country Strategy and the preparation and design of the ACF new oPt Country Strategy 2013-2015. Follows up on the implementation of projects in collaboration with the coordination team. • Logistics and Administration: The CD is responsible to ensure that ACF financial control and risk management procedures are being used and respected. • Human Resource Management: Coordinates and follows up on activity planning of all the mission’s Coordination Team members. Evaluates mission’s Coordination Team members. Promotes and supports correct information flow within the ACF oPt mission. Organizes and chairs regular meetings of the mission’s Coordination Team. Participates in the HQ GGM as representative of the oPt mission. • Security Management: Assesses on a daily basis the security situation. Promotes supports and follows up on application of mission’s Security Guidelines by national and expatriate staff. Writes regular security updates. Changes security level and implements risk mitigation measures. Permanent coordination with DCL/IDF and international organizations within West Bank. Coordinates and participates in the regular updating of ACF mission’s Security Guidelines. • External Relations: Develops and maintains relationships with key stakeholders. Develops an effective advocacy and communication strategy for the oPt mission. Engages in active fund raising. Negotiates with external actors. Represents ACF at external coordination meetings.
Profile
• Postgraduate studies in International Cooperation/Development • Minimum 5 years in INGO management/coordination (Country Director level), Food Security and Livelihood programming, Logistics and administration of humanitarian organisations, Security management in complex security situations, Human Resource management • Experience in Project Cycle Management • Broad knowledge of humanitarian and development issues • Strong knowledge of IHL and IHRL and its applicability • Strong networking and representational skills, Strong analytical skills, Ability to think strategically, Adaptability to and tolerance of stressful conditions, Ability to work under pressure and to meet tight deadlines, Strong security awareness, Cultural sensitivity • Good computer skills • English essential, Spanish, Arabic and Hebrew a plus • Familiarity with the political and economic context of occupied Palestinian territory/Israel • Experience within ACFIN (highly desirable)
Remunerative Package:
We offer immediate incorporation to a dynamic international network with the following remuneration package: • Formal work contract • Salary: from 2000€ to 3000€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain). ACF- Spain remuneration system allows a salary progression based on the annual development appraisal. • Until 10% additional remuneration regarding the position’s context and responsibilities. • House and maintenance cover by the organization (including per diem): package estimated at a minimum of 50% of salary. • Travel costs to and from the mission. • 25 working days of holidays per year. • Break: additional rest period, including travel cost to a reference area and economic help. • Travel and accident insurance and repatriation on account of the organization. • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard policy of ACF-Spain).
