Objectives
The main objective of DRC’s Iraq programme is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. The programme specific objectives:
Displacement affected population have their immediate subsistence needs alleviated
Displacement affected groups are supported in restoring, protecting and developing self-reliance capacity
Local stakeholders’ capacity to protect fundamental rights of displacement affected groups has been strengthened
DRC focuses primarily on: Protection, Shelter, Governance, Livelihoods, Self-Reliance and Emergency Distributions. The main objective of this consultancy is to provide two planning workshops to four Governorate Emergency Cells (GECs) in emergency preparedness and humanitarian coordination and to provide written recommendation on priorities for future thematic workshops.
Background
In early 2007, DRC recognised that one of the key gaps in providing protection services in Iraq was the capacity of local governments to provide assistance when faced with an emergency. As such, in late 2007, DRC designed a programme under which training, technical support and coaching was provided to the various GECs. At the governorate level, the Governorate Emergency Cells are governmental coordination structures established in order to deal with emergency situations, primarily targeting refugee and internally displaced populations. GECs are composed of representatives from the Governor’s Office, the Governorate Council and the line ministries involved in emergency preparedness and response. The GECs mandate is designed to cover emergency preparedness, coordination of humanitarian assistance, and to a lesser extent disaster risk reduction.
By 2012 DRC assisted GECs in 16 governorates: Missan, Kerbala, Wassit, Thi Quar, Babylon, Erbil, Sulaymaniyah and Dohuk Kirkuk, Diyala, Basra, Muthanna, Qaddissiyah, Najaf, Salah alDin and Ninewa. In early 2013, a number of crises affected several areas in Iraq. In particular, the conflict in Syria caused massive displacement of Syrian refugees into the Kurdish Region and floods hit Missan Governorate and severely affected vulnerable populations living conditions. During the response for the aforementioned emergencies, DRC noticed some working GECs still required technical support in responding to emergencies of a large-scale. Primary findings of technical expertise needed are humanitarian assistance management and coordination, WATSAN, early warning systems as well as advocacy. In coordination with local governments in affected governorates, DRC took the decision to resume supporting GEC’s in four governments, emphasising those governorates affected by recent crises: Erbil, Kerbala, Dohuk and Missan.
While the primary beneficiaries of this intervention are the provincial authorities in each of the targeted governorates, the end beneficiaries are the populations of concern themselves whose livelihoods are protected by enhanced emergency preparation and response capacities of the respective governments.
Duties
• Plan, prepare and deliver two planning workshops for Erbil, Dohuk, Sulaymaniyah and Missan Governorate Emergency Cells. Each workshop will include two GECs. Each workshop will consist of approximately 20 participants. Planning workshops should be focused on basic principles of emergency response and humanitarian coordination mechanisms in accordance with international standards and a rapid needs assessment for the targeted GECs. Duration of each workshop should not exceed 2 days. • Provide written comments on the above mentioned planning workshops and recommendations on new GECs capacity building plans. In addition, the written comments should include proposals for two future workshops on specific emergency response themes in relation to GECs current priority needs.
Qualifications
• Good proficiency in English & Arabic • Proven experience in capacity building projects, including coaching and technical assistance • Contextual knowledge of Iraq to your advantage (political, security…etc.) • Proven experience in displacement issues and Disaster Preparedness and Emergency Response (preferably in Iraq and other contexts)

Conditions
Availability: The workshops must be delivered within 19 days (June 20, 2013 till July 8, 2013), exact dates of workshops to be agreed upon by both parties.
Duty station: Planning and initiation workshops will be delivered in Baghdad, Missan and Erbil (subject to changes based on programme needs).
Contract: 2 months to deliver the workshops and the written comments/recommendations.
Salary: All applicants should submit a written quote for the total cost.
Others: All related training materials must be delivered at the contract to the DRC at the end of the workshops.
