Mercy Corps is implementing health programs in three different regions of Tajikistan; Gisar, Khujand, and the Rasht Valley.  The contexts vary widely, necessitating different approaches per region.  The health system itself, still under the control of the government – specifically the Ministry of Health (MoH), also varies widely in its capacities per region.  In Khujand, for example, the system is more established, more accessible, and further reaching.  Anecdotal information claims that a high percentage of women give birth in a health facility.  In addition, Mercy Corps has been implementing large-scale health-focused projects in this area for a long time.  In general, capacities of MoH health staff are low, health facilities are tragically under equipped, and there is a large number of health staff that have out-migrated as a result of low pay and poor conditions.   In the Rasht Valley, a highly mountainous and rural area, confidence levels in health facilities are lower and services are less used, particularly by women. There are also a lot less health providers for the far-reaching catchment areas, including a lot of remote villages.
