Aid without accountability? North Korea challenges humanitarian principles
Can the humanitarian community use food to leverage recalcitrant authoritarian regimes into being more open? North Korea presents an acute dilemma for humanitarians determined to uphold minimum standards of accountability. While the largest emergency programme in the history of the World Food Programme has saved lives, the international community has been denied adequate information about, and access to, the people they are trying to help.
