Social policy with respect to care: a perspective for Sub-Saharan Africa

This paper looks at Africa’s traditional practices of care for infants, children and the elderly, and at how people and policy are struggling to cope with massive change.
The argues that Africa has more to gain from taking a care perspective on social policy than in taking the target group approach.
