This toolkit is designed to help World Bank task managers plan and supervise the implementation of communications activities in population, health and nutrition (PHN) projects. It thus builds on information, education and communication (IEC) literature by linking IEC to PHN activities through the idea of behaviour change. It reviews the basic principles of communication for behaviour change, presenting a step-by-step guide to planning and implementing communication activities and linking those steps to the Bank’s project cycle.

The toolkit contains a set of practical modules, including:

  • an overview of the issues
  • communication research approaches for Bank projects
  • a guide to communication indicators
  • sample terms of reference for Bank and Borrower consultants
  • examples of qualitative and quantitative research used in developing and monitoring communication strategies
  • guide questions for assessing organisational capacity
  • a sample budget, timeline and implementation plan
  • case studies of best practice in behaviour change communication
