Development cooperation between Tanzania and Finland

The objective of this study is to assess the programme implemented since the 1960s in relation to its policy orientation, efficiency and effectiveness. In addition, an attempt is made to give views on the design and implementation of future cooperation between the two countries. The report is divided into two parts. The first part describes the criteria to be used in the assessment of the impact of the programme and includes a summary analysis of the Finnish-Tanzanian development cooperation with major conclusions on key issues specified in the terms of reference as well as recommendations for future cooperation. It also gives a short account of the environment its implementation has taken place, including the description of the evolution of Tanzanian policies in key sectors and the role of aid in its development efforts. The second part starts with an account of evolution of general principles of the Finnish development cooperation. After that the focus is shifted to description of the Finnish/Tanzanian develop-ment programme. It is impossible to review all the projects implemented in almost 30 years. Therefore a brief is given for a sample of projects, both completed and ongoing, in different sectors.
