The User-Service Interface in Disability Programmes in Low Income Countries: the Negotiation of Values
Since the rise of the primary care movement in the 1970's the old model of institutional rehabilitation for disabled children has been replaced by a community-based approach. The practice of community-based approaches to disability has been more patchy than the principles guiding it. In this working paper Chris Leather reviews the historical aspects of community-based rehabilitation programmes. He considers models for interventions under this umbrella, and for the user-provider relationship. He goes on to consider the evidence base for what works in disability programmes and as a result considers issues relating to the design and evaluation of interventions. Finally he goes on to consider questions for further research and evaluation of relevance to policy makers.
