National Agricultural Research Systems: Focus on Sustainability

The Bank's lending experience shows three factors to be essential for preserving the research systems: borrower appreciation of the nature of agricultural research and of its role in economic growth, appropriate research planning and operational efficiency, and the relevance of research priorities. A recent OED review of World Bank lending for agricultural research finds that in all three areas improvements are needed.
