Education for All: a compact for Africa

Makes a case for increased/refocussed funding for primary education in Africa, for consideration at the World Education Forum in Dakar, Senegal in April 2000. Recommends:
  • the mobilisation through a combination of debt relief and increased aid of around $2bn per annum for ten years to achieve free and universal good quality basic education for all girls and boys
  • the redesign of IMF-World Bank adjustment programmes to ensure that they are consistent with the achievement of education for all
  • national governments mobilising an additional $1.6bn through increased revenue collection and more equitable patterns of public investment
  • the strengthening of national poverty reduction strategies through more effective and equitable budget management and stronger accountability to and participation of civil society organisations
  • measures to combat the devastating effect of the AIDS epidemic on educational demand, supply, and quality
