Movement of natural persons and trade in services: liberalising temporary movement of labour under the GATS
Altering the GATS framework to facilitate the temporary movement of labour
This paper examines constraints on temporary movement of labour and proposes ways to strengthen and broaden the overall GATS framework in this area of trade in services.
It proposes the introduction of multilateral guidelines for regulations that restrict the movement of labour along with greater transparency and specificity in the commitments made on movement of 'natural persons'.
A number of supporting domestic measures are also proposed including amendments to legislation and regulatory frameworks to ensure that developing countries benefit from these changes.
