The Centre for Property Rights and Development is a department within the Cadastre and Land Registry Division of the Norwegian Mapping and Cadastre Authority (NMCA).

The Norwegian Parliament resolved to transfer responsibilities on land registration from the courts to the Norwegian Mapping and Cadastre Authority (NMCA). To implement this decision the Department for Cadastre and Land Registry was established in January 2003.

The Centre was established in 2005 under supervision of the Norwegian Mapping and Cadastre Authority (the Department for Cadastre and Land Registry) to conduct activities to meet a growing interest in property rights issues; especially for social and economic development of post-conflict and developing societies. This includes interaction, coordination and involvement of the Norwegian political authorities; educational and research institutions; public aid organisations and professionals in international activities in the relevant field
