Sources for democratic governance indicators

A plethora of governance indicators exist that have been developed and used by intergovernmental organizations, development agencies, civil society organizations and the private sector. This source guide, based on a desktop mapping of these indicators, provides a snapshot of governance indicator sources that were surveyed in the mapping.

The source guide provides descriptive comments on the usefulness of each of the indicator sources from the point of view of UNDP democratic governance practice. It also contains remarks on the main methods used in developing the indicators. Though this guide is not an exhaustive list of all available governance indicators, it is one of the most extensive surveys of sources that are in the public domain.

The main criteria for selecting governance indicator sources are accessibility through the Internet, and relevance to one or more of UNDP focus areas in democratic governance.A key factor in source selection is that the internet site must contain the actual indicator data.

The guide takes an inclusive approach to democratic governance. It contains all sources that claim to measure governance, or aspects thereof. However, it does not include national and sub-national governance indicators.

Although the sources included in this guide can assist and enhance UNDP policy and programming in governance, a significant weakness with most of the governance indicators surveyed here is lack of robust pro-poor and pro-gender perspectives. A key challenge for all development actors is to assist developing countries to publish disaggregated data on governance so that stakeholders can identify where policy change is needed, especially with regard to the welfare of marginalized groups.
