How inclusive is ‘Inclusive Growth’?
What is so appealing about ‘inclusive growth’?
The interest of the international development community in ‘Pro-Poor Growth’ appears to be waning. This one-pager examines the pros and cons of adopting its most popular replacement, ‘inclusive growth’.
It raises several questions on the definition, and therefore utility, of the new concept. The author highlights the need for greater precision in defining ‘inclusiveness’. Although adopting a broader concern for equity, beyond poverty, is certainly welcome, he asks what the implications of adopting a term (i.e. inclusive growth) that is more diffuse, and less focused on the need for redistributing economic and social opportunities?
