Decades of research and experience have shown that there are profound differences between women and men in terms of their roles, resources, rights and responsibilities. The best tactic for ensuring that development projects are designed and implemented effectively--and that our foreign assistance dollars are spent efficiently--is to make sure that these differences between women and men are built into the development strategies up front. We now know that if these differences are not taken into account, our foreign assistance strategies will be less effective at reducing poverty--and even risk doing more harm than good.
