The food security policy context in Brazil
Accomplishments, such as the Zero Hunger strategy and the National Food and Nutritional Security Policy (PNSAN), show that Brazil has a strong food policy framework in place. Moreover, there have been related public action interventions geared to tackling the underlying causes of hunger, such as inequality, poverty and social exclusion. This report tackles the various policies implemented in the country to combat hunger, as well as the different dimensions of the food security policy framework. The case study provides quantitative data, quotes and comparisons on the issue of food security and reveals that Brazil has made progress in reducing malnutrition, food inaccessibility, poverty and inequality. For example, according to the Brazilian Food Insecurity Scale (EBIA), the number of households facing some degree of food insecurity declined from 34.9 per cent to 30.2 per cent between 2004 and 2009.
