This document presents the report of the UNDP-ICSSR Technical Workshop-2005 on Governance Indicators for Pro-Poor and Gender-Sensitive Policy Reform. The report is presented in the following four sections:

  • Governance, Democratic Governance and Governance Reform
  • Towards an Integrated Matrix of Pro-Poor and Gender-Sensitive Governance Indicators
  • Issues Arising from Recent Innovations and Initiatives in Measuring Governance
  • Implications for the Pilot Study
The first of the four sections reviews briefly the debate among workshop participants as to how these key concepts should be understood in the context of the pilot project. The second section pulls together different methodological contributions to the workshop in a format which is operationally relevant to the pilot project.

The third section appraises the country-specific material presented to the workshop. The final section draws conclusions from the workshop for the design and implementation of the pilot project.

The report notes that different components of governance need to be distinguished. It also point out that two sets of activities which might legitimately be included under governance have been omitted from UNDP’s typology of governance components. They are corporate governance and informal institutions of  governance.
