This report is an assessment of governance in Rwanda and is aimed at establishing a common understanding of governance progress, problems and priorities on the basis of agreed indicators and benchmarks.
The report states that its objectives are threefold:
- To analyze the existing institutions, laws and practices affecting governance in Rwanda and to propose policy improvements
- To measure performance and progress highlighting priorities and weaknesses
- To recommend an ongoing system for monitoring agreed indicators and training for the Rwanda Governance Advisory Council.
It starts by assessing the key governance challenges in the context of the country's history, and social, political and economic processes. The Joint Governance Assessment (JGA) analyzes three broad subject areas of Ruling Justly, Government Effectiveness and the Investment Climate and Corporate Governance.
The five key governance challenges Rwanda faces, basing on its history, social, political and economic context are presented as consolidating peace and security; promoting inclusive government; strengthening the rule of law; enhancing accountability; and making the links between governance and broader development goals.
The report makes the following three broad recommendations under which there are numerous sub-recommendations:
- institutions need to be strengthened and rules-based governance has to be enforced
- vertical accountability needs to be strengthened by enabling constructive state-society engagement in participatory processes like budgeting, planning and monitoring
- transparency and access to information are essential to all aspects of good governance
The detailed recommendations include issues of maintaining security and rule of law, reconciliation, human and political rights, institutions of accountability and anti-corruption, decentralization, public service reform and delivery, public financial management and private sector advocacy among others.
