This paper, prepared by the Bureau for Africa of the USAID Office of Sustainable Development, examines the impact of HIV and AIDS on the health workforce in sub-Saharan Africa. It aims to assist planners in the development and management of the health workforce as well as guide the development of tools for assessing impacts of HIV and AIDS. The paper finds that there has been little assessment of the impact of HIV and AIDS on the human resources for health (HRH) sector. However, available evidence suggests that HIV and AIDS have led to an increasing demand for health services, while at the same time decreasing the number and productivity of health service providers.

The authors recommend that a HRH needs assessment in the health sector is needed across sub-Saharan Africa to improve the performance of national AIDS control programmes. They recommend identifying and forming partnerships with stakeholders who will work together to: establish national coordinating bodies, develop tools, undertake assessments and use the results to design locally relevant interventions and activities. They also recommend developing a core set of human resource indicators on which to collect baseline data, in order to monitor and evaluate interventions. [adapted from author]
