Coordinating their approach, in 1996, the World Bank and the IMF introduced the Highly Indebted Poor Countries (HIPC) Debt reduction initiative. In 1999 this was further extended to include Poverty Reduction Strategy Papers whereby countries under the HIPC initiative were able to accelerate the process if they committed to implementing social and structural reform policies in areas such as delivering health and education services that advanced sound economic management and poverty reduction.

This report in the World Bank Human Development Working Paper Series is organised in three main sections. It provides an account of the progress made by eighteen African countries which have reached their decision point (at which they gain access to the full advantages of the initiative) in the debt relief process during the year 2000.

The sections cover the following:

  • the human development engagement in the HIPC/PRSP process
  • strengthening the content of human development inputs to the HIPC/PRSP process
