Human resources for health: overcoming the crisis
Sustainability, mobilisation and increased knowledge key to strengthened health work force

This report presents the findings and recommendations of the Joint Learning Initiative (JLI). The report highlights major global challenges in human resources for health. These include: global shortages of skilled workers; skill imbalances in existing workers; poor distribution of services worsened by increased migration; poor work environments; and a weak knowledge base. The findings show that effective workforce strategies, including community action and country leadership, enhance the performance of health systems even under difficult circumstances. The authors call for immediate action to harness the power of health workers, which must be country based and led.
The report recommends a three-part agenda. Firstly, there is a need to strengthen sustainable health systems, which includes: national workforce strategic plans; increasing and examining investments in appropriate education, deployment and retention of human resources; and cooperation of global health and policy makers to ensure a supportive financial environment for health workforce development. Secondly, mobilisation is needed to combat health emergencies, especially dealing with HIV/AIDS, which would bring together country, regional and global technical expertise. Finally, building the knowledge base is essential and should include: strengthening national data, information, analysis and research; improving research standards; and increasing investments information and knowledge on human resources.
