This paper examines the links between migration and chronic poverty and argues that since migration is a central livelihood strategy for poor people it has to be considered within the overall context of research on chronic poverty. The author highlights the importance of looking at networks and links between places by focusing not only on those who migrate but also those who stay put.
The paper explores how research can be carried out to examine the characteristics of those who move and those who stay, the processes by which they are compelled or excluded from adopting migration as a livelihood strategy and the circumstances under which migration sustains chronic poverty or presents an opportunity to move out of poverty.
It also addresses some of the implications of current migration-related policies for chronic poverty.
