Policies and programmes for poverty reduction often fail to achieve pro-poor impacts if they are not based on a preliminary assessment of their likely distributional impacts. This manual offers an ex-ante Poverty Impact Assessment (PIA) approach. It helps donors and partner countries identify the intended and unintended consequences of their interventions.
PIA’s novelty is that it integrates already established approaches, their terminologies and procedures into one modular approach with five components:
- poverty situation and relevance to national strategies and plans
- stakeholder and institutional analysis
- identification of transmission channels and overall results by channel
- assessment of stakeholders’ and target groups’ capabilities
- assessment of results on Millennium Development Goals (MDGs) and other strategic goals.
