In the context of FRIDE's research project entitled "Donor harmonisation: Between effectiveness and democratisation", this paper presents the analytical and conceptual framework that form the basis for the upcoming country studies in Mali, Nicaragua, Peru and Vietnam. This draft paper analyses the context of the new aid architecture, defines concepts and key issues, proposes methodology for country case studies, and provides a specialised bibliography.

Its objective is not solely to unify criteria, methodology and language, but also to explain the process of reflection and debate initiated by FRIDE regarding the link between harmonisation and democratisation. It aims to invite local coordinators of country case studies to collaborate with the adaptation of concepts and methodology, and to resume field work.
