Early recovery and joint donor assessments

Over the past ten years United Nations’ (UN) peacekeeping operations have largely increased in number and importance. This short discussion note from the 3rd High Level Forum on Aid Effectiveness highlights discussions from Round Table 7 on how to strengthen common approaches and improve division of labour among donor countries. It also considers how to better address resource requirements in situations of fragility and conflict through the use of existing, improved or new funding instruments. This paper focuses on two key aspects of this discussion related to financing of early recovery efforts and the scope for conducting joint donor assessments to examine the causes of conflict.

The final draft of the Accra Agenda for Action (AAA) includes a proposal for improving funding modalities and joint up approaches in situations of fragility and conflict. The discussion note puts forward a number of proposals for consideration at Accra. These include flexible, rapid and long-term funding modalities and a commitment to pilot joint governance and capacity needs assessments, under the overall leadership of the UN and with strong national partner participation.
