UN Country Coordination: building greater coherence for capacity development: synthesis of resident coordinator annual reports
How can the UN ensure its Country Teams deliver as one?

This report synthesises the work of the United Nations development programmes and the steps the United Nations Country Teams (UNCTs) are taking to “deliver as one”. The report consists of six chapters, each dedicated to a key area of joint UN country team action. The chapters contain a brief introduction, summaries of major activities and results, lessons learned, and recommendations from UN country teams. Country examples are highlighted throughout the report and in the Country Experience Annex.
The report includes the following chapters:
- Chapter 1: Support to the National Development Process: Achieving the MDGs
- Chapter 2: National Capacity for Development Effectiveness
- Chapter 3: Efforts on HIV/AIDS, Gender Equality, and Human Rights
- Chapter 4: Greater Operational Coherence, Coordination, and Harmonization
- Chapter 5: Strengthening the Resident Coordinator System
- Chapter 6: Coordination in Post-Conflict Situations and Post-Natural Disasters
The reports conclusions and recommendations include:
- integration and harmonization of UN processes and instruments with partner country processes have advanced far; however, increased efforts are needed to avoid duplication and to strengthen national processes and capacities wherever possible
- increased coordination will require major changes in the work of the UN at country level and in the staff profiles required
- UN country teams should reach out to non-resident agencies and regional commissions to ensure that UN cooperation draws on the full normative and analytical capacity, experience, and expertise available within the UN system
- UNCTs should ensure that contributions of agency staff to joint UNCT activities are adequately captured in agency performance assessment frameworks.
