This paper offers four skeptical reflections on the interpretation of the target of Goal 1 of the MDGs (i.e. halving extreme poverty worldwide by 2015) and the measurement of progress towards achieving it. The author points out that the target of halving the proportion of the world's poor is less ambitious than the goal of halving the number of poor in the face of the increasing population in the developing countries. The author looks at the increasing global inequality and argues that the persistence of world poverty can be traced to the global institutional order that affluent countries impose.(Author's abstract).
