This paper examines what factors have contributed to Myanmar’s dire health situation and the spread of infectious diseases within the country and across its borders. The authors describe the government's failure to respond to the crisis, and explore how international aid to combat infectious diseases can be delivered in a manner that istransparent and accountable. The document also considers how aid can reach those most in need and promote respect for human rights and international law.
